When applying to graduate or postgraduate courses in Belarus, the applicant must provide documents of previous education: Bachelor's degree and transcript to the diploma, Master's degree and transcript to the diploma.
Education documents issued in the countries are automatically recognized:

The cancellation of legalization of a document does not exclude the need to provide its certified (apostilled) translation into one of the state languages of the Republic of Belarus - Russian or Belarusian.
It is important to note that these rules apply to education documents obtained before countries transitioned to a multilevel education system. Currently, most of these countries, including Belarus, use both the "old" one-tier system (e.g. higher education in 5 years) and the new two- or three-tier system (e.g. higher education includes bachelor's and master's degrees). If a new educational standard in one country provides for 6 years of education in a certain specialty, and in another — for 5 years, automatic recognition of such educational documents is not possible.
For a number of professions in Belarus there are special requirements to the documents that confirm that the applicant has the required education or sufficient qualifications. For example, a psychologist in the Republic of Belarus can be employed by a person who has received the relevant education abroad, but it is obligatory to have a certificate of recognition of the document of education issued in a foreign state and establishment of its equivalence (compliance) with the document of education of the Republic of Belarus. The same applies to legal, medical and pedagogical specialties.
If your diploma was issued in another country.
Regardless of citizenship, if you get an education in countries where the agreement does not apply, the applicant must undergo an additional procedure of recognition. The processing time is from 1 to 4 months.
Recognition is carried out by obtaining a certificate issued by the Ministry of Education of the Republic of Belarus on the basis of an expert opinion of the State Educational Institution "Republican Institute of Higher School" (RIHS).
The recognition procedure consists of two main steps:
- verification of the authenticity of the education document and/or other necessary information through a request that is sent by regular mail and electronic mail (if available) to other state bodies, organizations or international organizations;
- processing of the education document (the term is 30 days).
To do so, you must submit the following documents to the Republican Institute of High School:
- Application;
- Copy of passport;
- Notarized and legalized in the prescribed manner a copy of the educational document to be submitted (Bachelor's Diploma, Master's Diploma);
- Notarized and legalized in the prescribed manner, a copy of the application to the educational document (excerpt from the credit and examination record);
- Notarized translation of the education document into Russian;
- Notarized translation of the application to the educational document (excerpt from the credit and examination record) into Russian;
- 4 color identical photos in strictly 3x4 size (indicate the surname according to the educational document on the reverse side)*** - for official documents (business attire), photos of unsuitable size are not accepted;
- The document confirming the payment of the administrative procedure is a receipt from the bank or a printout from the electronic payment system. Please note that the payment must be made in Belarusian rubles.
*In case of different name, patronymic, surname in the identity document and educational document, you must additionally provide a copy of the supporting document (certificate of marriage, name change, etc.).
** In case of several educational documents it is necessary to provide 4 photos for each educational document.
The Diploma Supplement (excerpt from the credit and examination record) must necessarily contain information about the courses taken, expressed in hours completed.
Documents may only be submitted in hard copy, prepared in accordance with the list of documents. Submission of originals is not allowed. The documents must be executed in accordance with the requirements of the legislation of the Republic of Belarus. The certification of passport copies is not required. Please note that the RIHS does not provide notary or interpreter services. This should be taken care of in advance.
The total time to review the documents is 30 days plus the time for the request to the foreign organization.
To reduce the waiting time for a response to a request, the applicant may contact the educational institution or other competent authority to which the request was sent in person and request that the information be provided to the RIVS promptly.
After receiving all the information, the procedure takes about 30 more days according to the legislation of the Republic of Belarus.
The ready document must be picked up in person (an employee of the Center will notify you about the readiness of the certificate and the time of its receipt at the contact details specified in the application). You must have a receipt for the payment of the certificate and your passport. Payment on the spot is not possible.
