Belarus and Russia have started to recognise each other's visas: what does it mean for foreigners?

On 11 January 2025, Belarus and Russia started to recognise each other's visas. This agreement was signed back in the summer of 2020 and has finally entered into force. Foreigners can now travel more freely between these countries.

Now, having a visa of one of the countries and an identity document recognised by both states, it is possible to enter and stay in the territory of both states during the validity period of the visa. For example, a citizen of Turkmenistan who has obtained a visa of the Republic of Belarus will also be able to visit Russia without the need to obtain additional permits. In turn, having a visa of the Russian Federation, he will be able to enter Belarus.

Visa-free regime

If a foreigner has a visa-free regime in both Belarus and Russia, a passport or other identity document is sufficient for entry and stay.

Combined regime

If only one of the countries has a visa-free regime, a visa will be required to enter the second country.

Period of stay

The period of stay starts from the date of entry into the territory of one of the states.

Border crossing points

Foreigners can cross the border through international checkpoints, railway, air and road routes specified in the agreement. For example:

- Yukhovichi - Doloscy

- Yezerishche - Nevel

- Liozno - Kruglovka

- Redki - Krasnaya Gorka

- Zvenchatka - Dubovichka

- Selishche - Novozybkov

Each of the parties reserves the right to refuse entry or reduce the period of stay on its territory of any foreign citizen or stateless person, as well as to verify their compliance with the rules of entry, exit, transit or residence regime.
